The spinning wheel may occur if the app is out of date. Go to the App Store or Google Play Store and check for updates. If one is available, install it. Try logging in after the update completes. 

If the app version is current, try relaunching the app. 

For Android: Tap the android button to show the list (gallery) of actively running apps, tap X next to the Total Triage App or swipe it off the page to force quit (depending on Android version).

For iPhone: Double click the home button and swipe/flick the Total Triage app off the screen.
