To modify a locate plan, click on the "Modify Locate Plans" function to get the screen shown below. From this screen, you can either add locate steps by selecting a contact info block and instruction, or delete an existing locate step.

Click on the "Rename" function to give an existing locate plan a different name.

To add a new locate plan, click on the "Add New Locate Plan" function, which will give you a screen to enter the name of the new locate. After that, you will be taken to the same screen you'd go to edit a locate plan where you can begin to add locate steps.
